Anti-Ragging Committee

Introduction :

Antiragging cell functions in the Campus according to clearly defined norms. Orientations are given to the students by the Committee and class teachers. Ragging is considered to be a criminal Offence and is banned in the campus. Strict action will be taken against those who will be involved in ragging.

NACSCS College has a ‘Zero Tolerance’ Policy towards Ragging. Ragging is strictly prohibited in the campus by law. The Anti Ragging Cell constituted in the College handles issues related to any act of ragging and strict action will be taken against the perpetrators of such incidents. The College is bound by the UGC Regulations on Curbing the Menace of Ragging in Higher Educational Institutions 2009 dated 17 June 2009, as Gazetted on 4 July 2009 and the amendments thereto from time to time. Wilful non-reporting ragging incidents are also punishable. Any student affected by or subjected to ragging must lodge a written complaint in person to the Anti Ragging Committee

Objectives :
  • To make aware the students of dehumanizing effects of ragging incidents.
  • To monitor the relationship between fresher’s and senior students.
Functions of Committee :
  • To consider the complaints received from the students and conduct enquiry and submit report to the Anti- Ragging Committee along with punishment recommended for the offenders
  • Oversee the procedure of obtaining undertaking from the students in accordance with the provisions
  • Conduct workshops against ragging menace and orient the student
  • To provide students the information pertaining to address and telephone numbers of the person(s) identified to receive complaints/distress calls
  • To create awareness among the students about Anti ragging.
  • To take all necessary measures for prevention of Ragging inside the Campus/ Hostels.

SC / ST Committee

Introduction :

Scheduled Castes (SC) and Scheduled Tribes (ST) has been identified as the two most backward groups of Indian Society. They include all the castes, races or tribes, which have been socially, economically and educationally backward. The cell at New Arts, Commerce and Science College Shevgaon, Dist- Ahmednagar has been established to support and to bring students from such communities in the mainstream.

The SC/ST cell of the college was established in 2020 with the purpose to empower the SC/ST students in the college. As per the UGC directives (UGC Notification D.O.No.F.1- 7/2011 (SCT), dated 14th September, 2020, the college has constituted a prevention of SC/ST caste-based discrimination committee to ensure that no official, faculty member or student member of the college indulges in any discrimination based on caste against any community or category of students, faculty or staff members.

Any kind of discrimination on the basis of caste, creed, religion, language, ethnicity, gender and disability is strictly prohibited, whereas the college is very sensitive while dealing with incidents of SC/ST caste discrimination and take strict action against such cases. The working members should also desist from any act of discrimination against SC/ST students on grounds of their social origin.

Objectives :
  • To create a socially congenial atmosphere for academic interaction and the growth of interpersonal relationships among the students coming from various social backgrounds.
  • To provide guidance and counseling with respect to academic, financial, social matters.
  • To enhance the diversity within the campus.
  • To implement, monitor and evaluate continuously the reservation policy in the college and plan measures for ensuring effective implementation of the policy and programmes of the Government of India in the college.
Functions of Committee :
  • To counsel and guide SC/ ST students and help them to manage academic and personal issues of college life effectively.
  • To ensure equity and equal opportunity to the SC/ST community at large in the college.
  • To ensure provisions of an environment where all such students feel safe and secure.
  • To help individuals or a group of students belonging to the disadvantaged section of the society to contain the problems related to discrimination.
  • To provide the mechanism to redress the grievance of SC/ST students, if any. And forward it to the college administration for further actions.
  • To look into the grievances of SC/ST community and suggest amicable solutions.
  • To ensure protection and reservation as provided in the constitution of India.
  • To arrange for special opportunities to enhance the carrier growth.
  • To organize meetings to monitor the progress of various schemes for SC/ST community.
  • To aware the SC/ST students regarding various scholarships program of State Govt. and UGC.
  • To take follow up measures to achieve the objectives and targets laid down by the Govt. policies.
  • To sensitize the college on the problems of SC/ST students.

Grievance Redressal Committee

Introduction :

The Grievance Redressal Cell was constituted as per UGC Grievance Redressal Cell regulation 2012 in the college. The Grievances Redressal Cell is responsible to settle any type of Grievances raised by the students, teachers and non-teaching staff of the college. The purpose of this Grievance Redressal Cell is to solve the various personal and educational related grievances of the complainant and keep the college campus healthy. This system aims at identifying before management the problems areas for students and resolving them quickly.

Objectives :
  • To resolve grievances of the students teacher, non-teaching staff.
  • To provide a clear procedure for resolving student complaint's
  • To make sure the student's complaints are resolved in a timely manner
  • To investigate the reason of dissatisfaction
  • To provide fair and equal treatment to all students and staff members.

Mechanism

The Grievance Redressal Cell shall adopt the following steps to resolve/ sort out the offences :

  • The students, teacher and non-teaching staff may feel free to put up a grievance in writing/or in the format available in the admin dept. and drop it in boxes.
  • The Grievance Cell will act upon those cases which have been forwarded along with the necessary documents.
  • The Grievance Cell will look into the matter in a meeting and adopt a resolution for conducting an enquiry into the incident.
  • The Grievance Cell will assure that the grievance has been properly solved in a stipulated time limit provided by the cell.

After enquiry, the GRC will recommend the following steps :

  • Apology for light offence.
  • Informs the parents of culprit.
  • Warning and written apology taken from the offender.

Internal Complaints Committee

Introduction :

In pursuance to the UGC/ Supreme Court guidelines New Arts, Commerce and Science College, Shevgaon has constituted an Internal Complaints Committee (ICC) in keeping with the guidelines issued by the UGC (Prevention, Prohibition and Redressal of Sexual Harassment of Women Employees and Students in Higher Educational Institutions) Regulations, 2015 and as per the provisions of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013. The committee addresses complaints such as discriminatory behaviour and sexual harassment lodged by any member of the college which he or she observes or becomes aware of. The committee also suggests the authority to take necessary remedial actions including punishment against the offender.

Aims & Objectives :

The ICC is formed mainly to execute the prevention of sexual harassment policy outlined by the UGC / Supreme Court. Therefore, the committee upholds the following objectives:

  • To prevent and prohibit incidents of sexual harassment of female employees and students in the college.
  • To sensitize the female employees and students about the fundamental rights to have a safe and healthy environment in the college.
  • To provide equals Opportunity for Education Minorities.
  • o provide safety and healthy environment to the girls/ women at work place The committee consists of representatives from the faculty members, non-teaching staff, students and local community.
Policy :

Policy Statement :

  • Discriminatory harassment of any person or group of persons on the basis of race, colour, religion, sex, national origin, age, disability, sexual orientation, gender identity or veteran status is prohibited. Any employee, student, student organization, or person privileged to work or to study at the New Arts, Commerce and Science College, Shevgaon who violates this policy will be subject to disciplinary action: for employees, up to and including termination; and for others, up to and including permanent exclusion from the Institute.
  • This policy applies to every member of the Institute. Faculty, students, and staff at all levels are responsible for maintaining an appropriate environment for study and work. This includes conducting themselves in a professional manner. For this purpose the New Arts, Commerce and Science College, Shevgaon. supports the principle that harassment represents a failure in professional and ethical behaviour that will not be ignored.
  • This policy and procedure is intended to facilitate an atmosphere in which, faculty staff, and students have the right to raise the issue of discriminatory harassment without fear of retaliation and to ensure that violations are fully remedied. No member of New Arts, Commerce and Science College, Shevgaon will be retaliated against for participating in complaint Redressal Committee of alleged harassment or for participating in an investigation, proceeding, or hearing.
  • New Arts, Commerce and Science College, Shevgaon is committed to providing its staff, faculty, and students the opportunity to pursue excellence in their academic and professional endeavours. This opportunity can exist only when each member of our college is assured an atmosphere of mutual respect. The free and open exchange of ideas is fundamental to the Institute's purpose. It is not the Institute's intent in promulgating this policy to inhibit free speech or the free communication of ideas by members of the academic community.
  • Policy Terms :
  • Sexual harassment - Unwelcome sexual advances, requests for sexual favours, and other verbal, non-verbal or physical conduct of a sexual nature, when:-
  • Submission to such conduct is made either implicitly or explicitly as a term or condition of an individual's employment or status in a course, program, or activity;
  • Submission or rejection of such conduct by an individual is used as a basis for condition of an individual's employment or status in a course, program, or activity;
  • Such conduct has the purpose or effect:-
  • Of unreasonably interfering with the individual's work or education performance;
  • Of creating an objectively intimidating, hostile, or offensive working and/or learning environment; or
  • Of unreasonably interfering with or limiting one's ability to participate in or benefit from an educational program or activity.
  • Both men and women, as well as, persons of the same gender may be either the initiators or victims of sexual harassment.
  • Procedures :
  • Complaints of Sexual Misconduct
  • Complaints of Sexual Misconduct (relate to dating violence, sexual assault, sexual exploitation, sexual harassment, and stalking) are addressed pursuant to the policies and as per sexual harassment process given in the handbook on sexual harassment of women at work place published by government of India ministry of women and child development November 2015.
  • Complaints of Discriminatory Harassment
  • Any member of the New Arts, Commerce and Science College Shevgaon. who believes that he or she has been the victim of discriminatory harassment other than sexual misconduct (the Complainant) should promptly report the matter to the appropriate institute officials within the offices designated to handle such complaints. The complaint should be brought to the notice of the committee within Three Months of the most recent alleged harassing act.
  • For incidents involving faculty and staff, the complaint should be intimated to women WGR committee.
  • The initial discussion between the Complainant and the W.G.R. Committee member will be handled with sensitivity and discretion. The designated committee member will inquire into all reports of alleged sexual harassment brought to his or her attention.
  • During the initial meeting with the Committee, a written summary of the complaint will be made and should be signed by the Complainant.
  • The committee member will inform the alleged offender ("Respondent") of the allegation and of the identity of the Complainant, will provide him or her with a written summary of the Complaint and will proceed as set forth in the following section.
  • Resolution of a Complaint :
  • When a complaint is submitted, the designated committee member will discuss the matter with the parties promptly, will notify the Principal of the College, and may initiate whatever steps he or she deems appropriate to affect an informal resolution of the complaint acceptable to both parties within Three Months of a reported incident. If an informal resolution is reached, it will be documented in writing, approved by the Principal of the College and Committee, as appropriate, and signed by the Complainant and the Respondent.
  • If an informal resolution satisfactory to the Parties is not reached within Three Months after an incident is reported, or if in the sole discretion of the designated committee member an informal resolution is not possible; the designated committee member will proceed with a full investigation. A report of the investigation results along with a recommendation for resolution of the Complaint and/or disciplinary action will be made to the Honorary Secretory of A.J.M.V.P.S. within 60 days of the date the investigation was initiated in the College. The Honorary Secretory of A.J.M.V.P.S. of Students will initiate prompt remedial or corrective action where warranted.

Minority Cell Committee

Introduction :

The Minority cell of the college was established with the purpose of empowering Minority the communities in the region. The college takes special interest in facilitating financial support to students from these communities from government agencies and other sources. They are also encouraged to enroll for career orientation programs, which would empower and equip them with the necessary skills to choose a career option. The Minority cell basically helps Minority students including Christian, Muslim, Jain, Buddhists ets. for their academic development.

Aims & Objectives :
  • All affairs related to Minority students.
  • Minority Cell has been created in the college to resolve all the affairs and problems related Minority to the Students of the college.
  • To provide equals Opportunity for Education Minorities.
  • To create awareness among the Minority students regarding various scholarship program of state government and UGC.
  • To facilitate Finances support to students from Minority Communities from government agencies & other sources.
  • To take necessary action regarding the complaints raised by students belonging to Minority.
  • To implement Policies and schemes Proposed by the state government, central government & UGC

OBC Cell Committee

Introduction :

The OBC cell of the college was established with the purpose of empowering the OBC communities in the region. The college takes special interest in facilitating financial support to students from these communities from government agencies and other sources. They are also encouraged to enroll for career orientation programs, which would empower and equip them with the necessary skills to choose a career option.

Objectives :
  • To accumulate reports and information regarding the Government of India and the UGC orders of OBC.
  • To circulate Government of India Circulars and UGC’s decisions.
  • To collect information in respect of assigning, training these communities in teaching and non-teaching posts in the University.
  • To assist the committees from Government of India/UGC, Government of India with regard to implementation to reservation policy in the University.
  • To communicate with the UGC/DoPT/MHRD/ etc. with respect to supply of required information, answering queries and clearing doubts with respect to reservations data/information etc
